Decebal-Cuza Hijerra Marcia was born in Santiago de Chile on January 13, 1969.

She studied Early Childhood Education at the University Central obtain the professional title in 1992, has made two diplomas: Getsión business and Personnel Management plus several specialized courses in areas of HR.
