Oswaldo was born Quito, capital of Ecuador, July 6, 1919. Tier is painter and sculptor at the School of Fine Arts in Quito. He staged his first exhibition when he was 23 years, in 1942. Obtained in his youth all National Awards and he was awarded in 1952, at 33 years, the Grand Prix later Espaayms Biennale Grand Prize of the Bienal de Sao Paulo. Died on March 10, 1999, at 79 years. His latest exhibits were personally inaugurated the Luxembourg Palace Museum in the Museum Parsy Palais de Glace...
