Nació dominicano, el 11 de Enero del 1965, en una comunidad rural llamada La Peña, de San Francisco de Macorís, hijo de José Ramón Méndez y Rosa García de Méndez. Su padre era agricultor. Desde su nacimiento Pedro Pablo evidenció que sería diferente de sus hermanos, pues su madre lo alumbró dentro del vehículo en que viajaba camino a hospital.
