Biography. Victor Hugo Arval Jordn VICAR nascent Cochabamba Bolivia on December 23, 1946. At a young age his family moved the city of La Paz where transcurrisu youth. Is self-taught, had studied at the Art Institute of Spanish Consulate of Bolivia, La Paz, trabajcon groups like Dramtico Art Studio.
